You really need to speak with some hosts and ask them. There are hosts in the US that will happily host your site and only ask that you follow DMCA, and there are hosts in some other places mentioned (Sweden, Netherlands) that will actively monitor your site and kick you off the moment your links go up. Not sure what your budget is like, but you might want to consult a lawyer before venturing into this. There are copyright lawyers all over the place, and they may we willing to give you some quick advise free of charge over the phone. Most will if you just have a question or two.
